Heavy Rain works better in larger decks because it makes it less likely for you to draw multiple copies of Heavy Rain at once.
When used with any other effect that draws cards, the draw happens before Heavy Rain's effect activates, potentially leading to drawing a Heavy Rain and its cost not being decreased.
